Why do direct requests for articles sometimes request the article OCLC number, and other times request the OCLC number of the journal they are in?

Answer

Typically articles are not cataloged in the OCLC knowledge base, so interlibrary loan requests will set on the journal that the article is published in, which is cataloged and from which the article item record is drawn. However, when an article has been cataloged in the knowledge base by one of our member institutions, the request will set on the article based on the information drawn from the knowledge base for it.
